Connecticut Voices for Children's mission is to promote the well-being of all of Connecticut's children and families by identifying and advocating for strategic public investments and wise public policies. Connecticut Voices advances its mission through high-quality research and analysis, policy development, strategic communications, and establishment of a sustainable and powerful voice for children.

2016

Exploratory Grants: Inspiring School Equity
Inspiring School Equity: Statewide Research Roundtables$75,000

Voices will conduct a series of "research roundtables” or community discussions grounded in hard facts about the scope and impact of residential segregation on public education. This project will connect the research on the consequences of living in communities of concentrated poverty with data on the over-representation of children of color in the low-opportunity communities in CT. The research roundtables will present compelling data on the current crisis of segregation in CT. It will involve an outreach effort to engage new stakeholders and create a shared understanding of the challenges. The goal is the empowerment of communities of concentrated poverty and the education of legislators and community leaders from privileged towns.

Identifying Barriers and Pathways to Equitable Opportunity for Children in Connecticut$100,000

1. Conduct data and policy analysis of early childhood systems. 2. Monitor proposed legislation relevant to early care and education at the state and federal level. 3. Monitor and report on budget line items relating to early care and education at the state level and, when necessary, at the federal level. 4. Advocate for the components of a coordinated, high-quality early care system 5. Build upon data and policy of early childhood systems to document inequity in opportunities by race/ethnic and socioeconomic status. 6. Conduct research in support of policy recommendations that have the potential to improve equity in education. 7. Lay the groundwork for a multi-year plan to develop the Connecticut Statewide Children's Action Network, a coalition committed to race equity as a vital piece of assuring equitable opportunity across the state.

Voices work is focused in the four following areas: (1) to improve Connecticut's data collection as well as improve data transparency and dissemination with regard to early care and education; (2) to monitor state government performance in early care and education policies and practices, especially with regard to the Office of Early Childhood; (3) to monitor the state policymaking, budget, and administrative processes, and share information with other Memorial Fund grantees and the early childhood community, serving as a primary source of objective information on state and federal budget choices and changes as they impact early care and education; and (4) to work with the new Office of Early Childhood (OEC) as they seek to build an early care and education system and promote collaboration between the OEC and the broader ECE community, including other early childhood grantees.
